El fenómeno El Niño constituye, sin duda, el evento océano-atmosférico de mayor significación en el planeta, tanto por los bruscos cambios que se producen en la naturaleza, como por los efectos en las sociedades. Esta relevancia de El Niño ha dado lugar a importantes para su pronóstico, especialmente en las últimas décadas. Sin embargo, los estudios han sido insuficientes, pues no han tomado en cuenta su impacto en la historia y realidad social, y mucho menos, las experiencias de prevención y adaptación a un fenómeno que constituye un anticipo de escenarios climáticos futuros; especialmente, si tenemos en cuenta el Cambio Climático que ya se está experimentando en el mundo.
