Summary, etc.	La pobreza que predomina en el ámbito rural peruano merece una atención especial. Tres rasgos dificultan su comprensión y atención por parte de los diversos sectores del aparato estatal: la dispersión demográfica, la diversidad a cultural y la pobreza extrema. Estas tres características proveen al estado de un argumento "válido" - en términos de eficiencia económica - para mantener la iniquidad en las zonas rurales: no es eficiente invertir en infraestructura social y productiva cuando las concentraciones poblacionales son incompatibles con estándares de atención al mas bajo costo. Es decir, se mira el mundo rural con anteojos urbanos, sin imaginar soluciones creativas para la atención de un territorio que encierra tantos problemas como el que nos ocupa.
