La complejidad de esta tarea, sobre la cual desde hace mucho tiempo vienen tomando posición los que actúan en el área, está lejos de ser explicada de manera uniforme. Basta examinar la cantidad de textos que, cada año, se producen sobre el tema añadiendo poco, a lo que ya se sabía. No es lo que sucede con el manual que tenemos el honor de prologar.
